I imagine either they pay to rent/reserve it or it's free to any group who can organize up a justification and capability to put on an event there. I've heard from some of the people who organize Earth Day and peace rallies there that there are some requirements about insurance (for liability if someone gets hurt at your event). It would of course be totally awesome if my church was so burgeoningly popular and outgoing as to put on such an event, but, well, maybe someday. :-)
